The voters who will play an outsized role in determining who wields power next year: “overlap voters.”

More than 12 million registered voters live within both a targeted U.S. House district AND a DLCC target. Reaching them could shape control of Congress and statehouses across the country.

As we enter the final stretch of the election, it is clear that Democrats have a once-in-a-generation opportunity to win across the map, and one group of voters will play an outsized role in determining if we are successful: “overlap voters.” These are the voters who live in overlapping territory – they live in both a competitive U.S. House district and one of DLCC’s targeted state legislative races. Our latest data analysis shows a significant overlap in the territory DLCC is fighting for and the U.S. House districts that will decide control of Congress.

These voters will play a decisive role in who wields control at all levels of the ballot and we have less than 80 days to mobilize our movement to reject Republicans’ dangerous MAGA agenda nationwide.

Nationwide, 63 of the current 84 congressional targets overlap with DLCC target districts. Layered efforts in these districts will likely decide 44 targeted House seats—including 33 red-to-blue districts that put Democrats in the majority in Congress—and can simultaneously win nine critical battleground state legislative majorities for Democrats and block Republican supermajorities in six more state legislatures.

These overlapping territories make investments in state legislative races one of the most efficient ways to build Democratic power across the ballot.

The candidates DLCC recruits, funds, and supports are uniquely positioned to persuade voters. They are members of their communities who are running to make life better for their neighbors. Because of the relatively small size of their districts, they personally knock on thousands of

doors and have a higher rate of direct face-to-face contact with voters. That means they are inspiring base Democrats to turn out to vote, talking with swing voters about the issues they care most about, and identifying messages that resonate. Our Target Race program highlights just some of these candidates who are doing this work to unseat MAGA Republicans and build Democratic power everywhere.

State legislative candidates are among the Democratic Party’s most effective messengers and have already collectively hit 1 million doors in our target districts.

The path to Democratic power runs through the states and through these 12 million overlap voters. In overlapping districts like these, congressional results will come down to a narrow margin, and grassroots support for our candidates can determine the outcome.
