The DLCC is committed to protecting your privacy. The following Privacy Policy explains how the DLCC collects, uses, and discloses Personal Information (defined below) including when you access or use our websites, mobile sites, and mobile applications that link to this Privacy Policy (collectively, the “Site”). 

We may update our Privacy Policy in the future; in that case, we will post the changes to our Privacy Policy on the Site and update the effective date to reflect the date of the changes. If you use the Site after we post any changes, you accept the Privacy Policy as modified. We encourage you to review the Privacy Policy whenever you access the Site to stay informed about our practices.

Collection of Information

Personal Information You Provide to Us

For purposes of this Privacy Policy, “Personal Information” means information that uniquely identifies, relates to, describes, or is reasonably capable of being associated with or linked to you. You do not have to identify yourself or provide your Personal Information to use the Site.

If you should choose to give us your Personal Information, you decide how much Personal Information to provide. At various points we may ask for your name, e-mail address, phone number, zip code, credit card and other payment information (which may be collected directly by a third-party processor), thoughts and comments. If you provide your e-mail address, we will use your e-mail address to provide you news and information about the DLCC. If you make a donation, we may collect information about the transaction, such as donation amount, purchase price, product details, and date and location of the transaction.

Automatically Collected Personal Information 

We use cookies and similar technologies to collect Personal Information automatically as you navigate our Site.

  • IP and Log Usage. The IP address is the location of your computer or network on the Internet. We log your IP address for systems administration and troubleshooting purposes. We also use page hits in the aggregate to track the popularity of pages that people visit in order to improve the quality of the Site. 
  • Device Information: We collect information about the computer or mobile device you use to access our Site, including the hardware model, operating system and version, unique device identifiers, and mobile network information.
  • Location Information: We may derive the approximate location of your device, such as from your IP address.

Information Collected by Cookies and Similar Tracking Technologies: We may also automatically collect certain information through the use of “cookies” or web beacons. For more information about cookies, including how to disable them, see “Your Choices” below.

Use of Information

We may use the Personal Information we collect to:

  • Provide, maintain, support, and improve our Site;
  • Provide and deliver the information you request, process donations, and send you related information;
  • Process and fulfil your orders in our online merchandise store;
  • Respond to your emails, comments, questions, and requests and otherwise contact you;
  • Communicate with you about the DLCC, such as sending you information to keep you informed about various issues, events, activities, and volunteer opportunities (see Opting Out of Information below for information about how to opt out of these communications at any time);
  • To solicit volunteers, donations, and support for the DLCC and our endorsed candidates, issues, and organizations that we support and to connect you with other volunteers;
  • Contact you if campaign finance laws require us to request additional information from you;
  • Remind you to vote and register to vote and assist you in finding your registration information, polling location, and campaign events near you;
  • Monitor and analyze trends, usage, and activities in connection with our Site;
  • Personalize the Site and provide advertisements, content, or features based on your preferences, interests, and browsing and online activities;
  • Detect, investigate, and prevent fraudulent transactions and other illegal activities and protect the rights and property of the DLCC and others; and
  • Carry out any other purpose described to you at the time the information was collected.

We and our service providers may also obtain Personal Information about you from other sources and combine that with information we collect about you.

SHARING OF INFORMATION

We may disclose Personal Information in the following circumstances:

  • Service Providers, Contractors, and Volunteers – We disclose your Personal Information with service providers, contractors, and volunteers that we use to support our campaigns and help us carry out work on our behalf.
  • To Comply with Campaign Finance Laws. We are required by federal and state law to collect and report to the Internal Revenue Service (Form 8872) and certain state campaign finance agencies the name, address, occupation, and employer of individuals who make contributions to the DLCC. This information is made publicly available by the government.
  • Third Parties. We may share Personal Information with third parties, including as necessary to complete a donation transaction or to deliver an e-mail to someone you have identified or when we disclose your return address as part of the service.
  • To Protect You and Ourselves. We release Personal Information when we believe release is appropriate to comply with the law (e.g., a lawful subpoena or other lawful requests by public authorities), to protect our rights or property, or to protect our donors and supporters from fraudulent, abusive, or unlawful conduct, or if we reasonably believe that an emergency involving immediate danger of death or serious physical injury to any person requires disclosure of communications or justifies disclosure of records without delay.
  • To Support Democratic Candidates and Organizations. We may disclose selected Personal Information (other than credit card or bank information) to other Democratic campaigns or organizations for their use in campaign activities and other special projects. 
  • With your consent. We will release Personal Information when it is with your consent or at your direction. 

We may make your comments along with your first name, city, and state available to the public.

Non-identifiable website visitor data may be collected and used in aggregate to help shape, direct, and improve content of the Site. Non-identifiable, anonymized data (e.g., email open and click data) may also be shared with third parties.

All the above categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties.

The Site may contain links to other websites. For example, we may link to third-party sites to process donations or connect you with volunteer opportunities. Any Personal Information you provide on such linked websites is provided directly to that third party and is subject to that third party’s privacy policy and not this privacy policy. We encourage you to learn about their privacy practices and policies before providing them with Personal Information.

SOCIAL SHARING FEATURES

The Site may offer social sharing features and other integrated tools (such as the Facebook “Like” button, which let you share actions you take on our Site). Your use of such features enables the sharing of information with your friends or the public, depending on your privacy settings for the relevant social media site. For more information about the purpose and scope of data collection and processing in connection with social sharing features, please visit the privacy policies of the entities that provide these features.

ADVERTISING AND ANALYTICS SERVICES PROVIDED BY OTHERS

We may allow others to provide analytics services and serve advertisements on our behalf across the web and in mobile applications. These entities may use cookies, web beacons, device identifiers, and other technologies to collect information about your use of the Site and other websites and applications, including your IP address, web browser, mobile network information, pages viewed, time spent on pages or in apps, links clicked, and conversion information. This information may be used by the Committee and others to, among other things, analyze and track data, determine the popularity of certain content, deliver advertising and content targeted to your interests on our Site and other websites, and better understand your online activity. TRANSFER OF INFORMATION TO THE U.S.

The Committee is based in the United States and is directed to U.S. residents, and we process and store Personal Information in the U.S. If you are located outside the U.S., we, and our service providers, may store, access, or transfer your Personal Information to jurisdictions that may not provide equivalent levels of data protection as your home jurisdiction.

HOW LONG WE KEEP PERSONAL INFORMATION

We retain your Personal Information for as long as needed to fulfill the purposes outlined in this Privacy Notice and to comply with our legal obligations, resolve disputes, and enforce any agreements. Criteria we will use to determine how long to retain your Personal Information include the nature and length of our relationship with you; our legal rights, obligations, and retention requirements; and if we have an ongoing business purpose for retaining your Personal Information, such as communicating with you.

Account Information

You may change your Personal Information we have on file for you at any time by clicking here. Please note that we may retain certain Personal Information as required by law or for legitimate business purposes. We may also retain cached or archived copies of Personal Information about you for a certain period of time.

Cookies

 We and our service providers may use cookies and similar technologies to collect usage and browser information about how you use our Site. The technologies we use for this automatic data collection may include cookies and web beacons that permit us to verify system and server integrity and generate statistics around the popularity of certain content. We process the information collected through such technologies, which may include or be combined with Personal Information, to help operate certain features of our Site, to enhance your experience through personalization, and to help us better understand the features of our Site that you and other users are most interested in. 

Website Delivery and Appearance – We may use third-party providers to enable certain customer interaction opportunities, content delivery (like audio or video), or other service capabilities. For example, we use payment processors to facilitate online payments.

Website Analytics – We use analytics services, that use cookies and other technologies that collect your Personal Information, to assist us with analyzing our Site traffic and site usage to optimize, maintain, and secure our Site and inform subsequent business decisions (including, e.g., advertising to solicit donations from interested parties). These include, but are not limited to, third-party services like Google Analytics. Interest-Based Advertising – We may also allow or enable third parties to collect Personal Information to provide their interest-based advertising on behalf of our products and services (e.g., donations to meet our organizational fundraising objectives), or their own. Interest-based advertising occurs when advertisements are shown to you based on information collected from your online interactions over time and across multiple websites, devices, or online services that you visit or use. Some companies may engage in cross-context behavioral advertising to predict your preferences and show you advertisements that are most likely to be of interest or relevant to you. We do not control these third parties’ collection or use of your information for these purposes, or the opt-out options they may individually offer you via their terms, conditions, and privacy policies. If you have any questions about an advertisement or other targeted content, you should contact the responsible provider directly. Examples of the third-party service providers we engage to serve interest-based advertisements include Google Ads, including Google Dynamic Remarketing and DoubleClick. 

Selling or Sharing Personal Information – While we do not sell Personal Information in exchange for monetary consideration, we do share Personal Information for other benefits that could be deemed a “sale” or “sharing” under various data protection laws, because they are sometimes broadly defined to include activities such as the delivery of interest-based advertising on websites or allowing third parties to receive certain information, such as cookies, IP address, and/or browsing behavior. We similarly engage in interest-based advertising when we use data about your activities on our Site to serve you ads on websites owned or controlled by third parties. It is in this context that we have provided advertising networks, data analytics providers, social networks, and video sharing platforms with Personal Information such as your IP address, device information, Internet and other electronic network activity information, and geolocation information in the last twelve months.

Cookie Choices – To manage your preferences with respect to these technologies, you can: 

  • Customize your browser settings to refuse all or some browser cookies, or to alert you when websites set or access cookies. If you disable certain cookies, please note that some parts of our Site may not function properly. These settings may be lost and require reconfiguration if you delete your cookies.
  • Block the collection and use of your information by online platforms and ad tech companies for the purpose of serving interest-based advertising by visiting the opt out pages of the self-regulatory programs of which those companies are members: National Advertising Initiative and Digital Advertising Alliance. Please note that even if you opt out of interest-based advertising, you may still see “contextual” ads which are based on the context of what you are looking at on the websites and pages you visit. 
  • Review and execute any provider-specific instructions to customize your preferences or opt-out of certain processing, including interest-based advertising, by third-party service providers. For example, to opt-out of this type of advertising by Google, customize your ad preferences, or limit Google’s collection or use of your data, visit Google’s Safety Center and Google’s Ad Settings and follow Google’s personalized ad opt-out instructions.

Promotional Communications 

Subscribers to our email list may opt-out of their subscriptions via a link at the bottom of each email sent from www.dlcc.org. If you opt out, we may still send you non-promotional emails, such as those about your account.

Mobile Push Notifications/Alerts

With your consent, we may send promotional and non-promotional push notifications or alerts to your mobile device. You can deactivate these messages at any time by following the instructions in the notification or changing the notification settings on your mobile device.

Children’s Privacy

We do not knowingly collect or solicit any Personal Information from children, as defined under applicable law, without verified written parental consent. If we learn that we have collected Personal Information from a child, we will promptly take steps to delete that information. If you believe we might have any information from or about a child, please contact us using the methods enclosed in the “Contact Us” section below.

Security

We have implemented commercially reasonable measures designed to secure your Personal Information from accidental loss and from unauthorized access, use, alteration, and disclosure. Unfortunately, the transmission of information via the internet is not completely secure. despite these efforts to store Personal Information in a secure environment, we cannot guarantee the security of Personal Information during its transmission or its storage on our systems.

EXERCISING YOUR PRIVACY RIGHTS

Depending on where you live, you may have the following rights with respect to your Personal Information under applicable data protection laws:

  • Access – The right to request access to and obtain a copy of any Personal Information we may have about you.
  • Deletion – The right to delete your Personal Information that we have collected or obtained, subject to certain exceptions.
  • Correction – The right to request that we correct any inaccuracies in your Personal Information, subject to certain exceptions.
  • Opt Out of Certain Processing – If applicable, the right to: (a) opt out of the processing of your Personal Information for purposes of targeted advertising, (b) opt out of the sale or sharing of your Personal Information; and (c) opt out of profiling in furtherance of decisions that produce legal or similarly significant effects. We do not collect or process sensitive Personal Information outside of purposes permitted by law, so we do not offer the option to limit its use. We also do not profile individuals in a manner that would result in legal or similarly significant effects, so we do not offer an opt out.

To exercise any of privacy rights afforded to you under applicable data protection laws, please submit a request through our web form. You will not be discriminated against in any way by virtue of your exercise of the rights listed in this Privacy Policy. Only you, or an authorized agent that you authorize to act on your behalf, may make a request related to your Personal Information. We must verify your identity before fulfilling your requests, and if we cannot verify your identity, we may request additional information from you. If you are an authorized agent making a request on behalf of another person, we will also need to verify your identity, which may require proof of your written authorization or evidence of a power of attorney. We endeavor to respond to requests within the time period required by applicable law. If we require more time, we will inform you of the reason and extension period in writing.

We do not charge a fee to process or respond to your requests unless they are excessive or repetitive. If we determine that a request warrants a fee, we will tell you why we made that decision and provide you with a cost estimate before completing your request. We may deny certain requests, or only fulfill some in part, as permitted or required by law. If you are not satisfied with the resolution of your request and you are afforded a right to appeal such decision, you will be notified of our appeal process in our response to your request.
