On the Airwaves: DLCC’s National Strategy to Counter GOP Gerrymandering
The DLCC is working to put Democrats on offense against GOP gerrymandering by building power across key battleground states this November
WASHINGTON — The DLCC is dominating airwaves following the launch of a new memo outlining the national strategy to counter GOP gerrymandering, following the Supreme Court decision that gutted the Voting Rights Act. The DLCC’s new strategy presents “the early work to try to plan for 2028 and 2030” by building new Democratic majorities and supermajorities this November that could have a direct impact on redistricting.
As TIME puts it, “fewer than two dozen small-time races for seats in Madison, Wis., Lansing, Mich., and the like stand to sway control of the U.S. House in 2028 and beyond, according to DLCC’s analysis.”
With “hundreds of statehouse seats [that are] flippable” this November, Democrats have a “generational opportunity” to build durable power through our Target Map to transform the redistricting landscape. Read the memo here.

- We are able to draw new congressional lines [if] we are able to put more state legislatures in the hands of Democrats. So we’re looking at Minnesota, Wisconsin, Michigan, Pennsylvania, New Hampshire, [and] Arizona. These are all places that are critically important in 2026, not just because we have a chance to flip those chambers, but because the lasting impact for congressional redistricting, for voting rights, for so many things will be determined by those legislatures.
- We are now in a new era where redistricting happens literally with every election. And so we have to reorient the way we think about power in our states. [...] We’re going to continue to see attention and focus on this ballot level because we have to. […] I think we have this incredibly generational opportunity in November.
- We’re talking about these legislative chambers in terms of redistricting, but the reality is that they determine our voting laws [and] they certify the path to the presidency. So much of this is going to have to be addressed on the other side of this election… All of that is going to run through our statehouses and our map anchors in presidential battlegrounds.
TIME:Â Exclusive: Democrats Set in Motion Plan to Redraw Congressional Maps in as Many as 13 States
- Democrats are setting the stage to pursue redistricting efforts in as many as 13 states before 2028, redrawing congressional lines to secure potentially dozens of additional House seats, according to an internal strategy memo obtained exclusively by TIME.
- “Our ability to go on offense in this year’s environment is not only important for power in 2026, but will have an enormous impact on the power we can build through the end of the decade and wield in the post-2030 redistricting process,” wrote Heather Williams, the president of the Democratic Legislative Campaign Committee, the Democrats’ official arm that works on state legislative races.
- Williams tells me her committee sees hundreds of statehouse seats as flippable this fall. Of those, just 19 targeted races would deliver Democrats a trifecta—the governorship and majorities in the state House and Senate—in four states: Arizona, Michigan, Minnesota, and Wisconsin.
- In other words, fewer than two dozen small-time races for seats in Madison, Wis., Lansing, Mich., and the like stand to sway control of the U.S. House in 2028 and beyond, according to DLCC’s analysis.
